Senator Jeff Stone (R-Riverside County) spoke this afternoon in opposition to SB 75, a “spot” bill intended to be a vehicle for the 2015 state budget. A “spot” bill contains no substantive language and is an empty shell in which budget language may be inserted at a later date. Senator Stone also voted against 33 other “spot” bills that passed off the Senate Floor this afternoon on a partisan vote of 23-14.
